In present day, I think band camp is more of the norm.
I would also think that more funding is available to
offset the costs of sending a student to camp.
(lodging, fees, food, etc...) When I was in school
back in the 80's, band camp was always held at the
school grounds. I do recall that the drum majors would
go off to drum major camp somewhere in PA prior to the
band camp. My recollection was we used lyres
initially for practicing and eventually ditched them
after memorization.

A litte aside story...In my senior year, camp was held
at a small college that was hours away. I boycotted
it (I was saving up for college, and decided to
continue with my summer job rather than shell out
hundreds for 2 weeks of band hell). Anyway, I got
penalized and was written out of the show. My band
director was po'ed at me. But He eventually put me
and my best friend (who also worked a job in the
summer) with the percussion via cymbals. We ignored
the demotion and had fun anyway.
