Yes, though I've never known it happen in a non-jazz context, and I
can't speak for the other.

When I joined the RPO in 1968, the ancient double-bass principal said to
me after a few weeks, Tony, how do you do a vibrato on the clarinet? So
I said, well, there are various ways, why?

And he said, well, we like clarinet vibrato in this orchestra.

But I didn't do anything about it, and no-one ever mentioned it to me
again.
