I have always been the type of player/teacher who asks these same questions.
In orchestra I can generally say about 90 percent of the time I no longer
use vibrato. I just don't. As for reasons I find it doesn't add much to
the tone or thedynamics so I never throw it on top of the sound so to speak.

Gershwin's Rhapsody in Blue is a fine example where vibrato can be done to
great effect. Here is where we really want something raunchy to
happen...the danger is of course overdoing it...and then it can be vulgar.
I have great respect for players like Shifrin who seem to be able to switch
on and off vibrato. Lately, and by this the last five years, I have stopped
pretty much using vibrato.

There are also spots in-Dvorak's 8th Symphony in the slow movement clarinet
duet which I have heard done very nicely with vibrato. The record was
Vaclav Neuman's on Suprahpon and had great clarinets with a very different
vibrato.

Our orchestra recently performed Beethoven's 3rd, and the geust conductor
asked me if I played with vibrato ever. I said, "Generally not because I
find I blend better without it."

So there's one reply....I think vibrato definitely works well in jazz.
Sometimes not so well in the Classics.
