I'm not sure this is a definitive answer for Tennessee, but two of my
students (brothers, flute & clar) were told at the last minute that they had
been entered in the solo & ensemble festival. They wanted a duet. The
local music stores had nothing usable. I went into Finale and took an opera
aira, arranged it for them. Printed copies for them and the judge. They
played. No problem. Of course, it said "arranged by" on it, which may have
had something to do with the lack of question.
