This has been discussed at some length and in some detail on the
orchestra list run by ICSOM. The long and short of it is that you are
still at the complete discretion/mercy of the gate agent for your
airline, or even your particular flight. If they want to make you check
any carry on item, they can. The AFM/TSA document is ONLY a guideline for
the airlines. There are disaster stories...
