Dan,

You should have been able to "register" the instrument before you sent
it. When I was in the military I used to fill out a little form on my
Japanese camera equipment and have it stamped by the customs inspectors
before I took it overseas. When I returned it was my proof that it had
previously been imported.

I think you would still be liable for duty on the value of the repairs.
