The long and short of this is that any "policy" is subject to the
interpretation of the particular gate agent at any given time. The
American Federation of Musicians has tried to work with the FAA to
generate some sort of policy for it's members, but it still apparently
comes down to the "whim" of the gate agent if there is a problem.
