Spoken language seems to come first, and written language follows. Even
during Beethoven's time, the orthography of the German language was not set
-- spelling was highly variable. Even his own NAME was spelled numerous
ways, even by himself. Bethoven, Beethofen, and other variants appear
throughout his correspondence. Of course, if most people who speak the
language are not literate, this is relatively unimportant.
