Try Bill Bryson's "The Mother Tongue." Although he's best known as a
travel/humor author, he's also written a few books on linguistics. This one
is a very entertaining account of the history and evolution of the English
language, and a lot of it deals with pronunciation, it's effect on written
language, and vice versa. I'm not sure whether it's the most authoritative
source, but it's certainly a lot of fun to read!

I'm not sure about the former.
