What a bizarre thread. In fact, the Copland Concerto is scored for strings,
piano, harp and solo clarinet. The Mozart, for pairs of flutes, bassoons,
horns and strings. It is not necessarily better to use a small string
section, as Mozart is known to have liked large orchestras.

Any orchestra that had a trumpet and horn playing in the Copland concerto
has some very serious problems. I cannot entirely believe the original
writer of this thread, because I can't believe that an artist of David
Shifrin's caliber would appear in public under such straits.
