It's the putty that is sold for 'hanging' picture frames on walls
without putting holes into the wall. This putty has a certain amount
of tensile strength and adhesion, but it can be removed from a surface
with minor effort.

I think that it is colored blue in Englad and thus "blutak" means "blue
and tacky".
