This reply, and which was duplicated by several others, makes the matter
very clear. It also reminded me that Balter called me in the early to
mid-1990s asking about a peculiar arrangement I had of William
Christopher Handy's "Harlem Blues" for clarinet and string quartet.

He said that he was doing a program or series or something involving
Afro-American composers and remembered me mentioning the arrangement
when we were working together. I sent him a copy of the piece and, as
far as I know, he played it.

So the presence of David Baker's piece makes perfect sense. I thank all
of you who knew about this matter and sent a note on it.
