Not really, and not how you think. A pull will effect short tube length
notes more than those that are longer tube length notes (fingers down).
Notes that require the total tube length (lowest E and B natural over
the register break) will be flattened very little because the pull
represents a very small percentile of the total length.

An excessive pull will actually make those notes in close proximity
disproportionately flat because of the gap that is produced between the
top of the tenon and back end of the barrel socket.

I do, however, agree with Walt. Pulling may or may not be the answer
and is, indeed, a simplistic answer.
