Peter,

Someone has already suggested reading my article on "Tuning and Voicing
the Clarinet" which is located on my website.

www.clarkwfobes.com then go to "Articles".

Unless the instrument has "LP" (low pitch) on it the body somewhere this
is most likely a high pitched instrument. I am not even certain that buffet
ever produced any low pitched instruments at that time.

The extremely high low F is a little puzzling - the sharp D/A is not. The
F is correctable depending on how sharp the "C" is produced as a twelfth.
It is possible that you do not have the original bell and that may be
producing some problems.

It is also VERY likely that the bore has warped or shrunk. If you had not
already had the instrument overhauled I would suggest sending it to Larry
Naylor and have him soak the joints in his oil solution for about a month
to bring the bore back to its original specs. You may want to contact Larry
about this.
