My strategy has always been to be more competitive. If there are tons of clarinetists around (as there are in the Chicago area) play bass or Eb.
I play in several (quite good actually) community orchestras, and in both instances I got in by playing bass clarinet and/or Eb.
In the one orchestra where I play principal, we are ALWAYS looking for a good bass clarinet player, and often wind up paying!
Do something to stand out from the crowd!
