I think this is true. Years ago a friend of mine had gone three years to
University of California schools with a physics major and good grades. He
ran out of money and joined the Navy. The Navy sent him to Purdue as a
nuclear engineering major and it took him three years to get his degree
because they accepted so little. (Your tax dollars at work - although he
spent 30 years in the Navy and retired as a Captain, so I guess we got our
money's worth.)
