Sue, out of curiosity, I searched and.....

(1) Gaspard Kummer also went by the name of Kaspar Kummer

(2) He lived in Colby, Germany and perhaps was born there

(3) He was primarily a flutist

(4) There is a web site with fairly complete biographies of composers.
Unhappily my ISP has limited capabilities, and I can't go to this site
to look for myself, but Google claims that the site has info about
Kummer:
