In the case of public libraries in Southern California where I grew up, the
date was about 1964. This is for normal looking photocopies. Prior to that
there were a couple of years where reversed image (negative) photocopy
machines were available. I would think, however, that it may not have been
until the 1970s that a photocopy was of sufficient quality to create
confusion with an original.
