I'm sure you are asking whether or not tenon and tenon sockets where the upper joint meets the barrel are uniformly sized between manufacturers.
I am soory to say that they certainly are not. Even different models within manufacturers may vary, as may the same model over time.
The manufacturese have done a better job overall with the upper tenon socket of the barrel, due to our desire to try many different mouthpieces.
As a barrel maker this really creates a difficulty, for unless you have the actual clarinet at hand, you do not know when you send a barrel out if it will really fit.
A couple of years ago, I bought barrel cutting tools. When I used them, I found out that the tenons they cut were TOO TIGHT for most brands of clarinets, and I had to inform the maker of the tools that their measurements were off. They made me a new set -then charged me EXTRA!

If you don't fill all the space there sure is! However and 1/2 mm opening is much less of a problem tuning wise than 1 or 2 mm.
Also, back to your firt question - I once bought a set of tuning rings that were too large in outer diameter, and they kept getting stuck in the barrel. I had to adjust them down with sandpaper.
Later, I bought another set (metal, I think from Buffet), and they were too small and jiggled around inside the barrel tenon. I was always worried that theye weren't concentric with the bore of the instrument. It wasn't a worry for too long however, since they were so loose, they dropped out enough times that I finally lost them! Good riddance!
