The answer depends on how much money you want to spend
and how much you know about html.

There are plenty of free web pages like yahoo.com, and
your address will be something like
www.yahoo.com/rebecca, just search for web pages in
www.google.com and it will retrieve hundreds of
options.

If you have a service provider: cable or telephone,
usually they give their customers web space included
with the account.

Or you can purchase your own domain www.Rebecca.com
for $35/ year and go to any web provider to host it
there, and that can be $10 - $$$$$ depending on the
service.

After you have your web address and space, you have to
design your page, there are free tools to do it, but
also people to do it. Google is a good resource for
all this.
