That's for a temporary _importation_ of musical instruments _into_ Canada.
Buying an instrument in Canada and exporting it to the US would raise
concercns at the _US_ border upon re-entry (you might have to pay duty upon
entry into the US).

Still waiting to hear about how much that significant price difference is,
at least in clarinets.
