There are many, many, many "stencil' brands of clarinet, whereby someone
contracts to buy a bunch of inexpensive clarinets from somewhere and
stencils a "private label" on them and puts them on the market for a
bottom-dollar price. If the same person decides to repeat the
enterprise, they may chose a different name the next time around.

It's unlikely that any of us recognize this particular stencil name.
There is no guarantee that it is an inferior instrument, but the odds
are against it being of the same quality as a $400-$500 student horn by
(in no particular order) Yamaha, Selmer, Leblanc or Buffet.
