No. The agencies which collect the payments re-distribute the money based
upon sampling the broadcasts. Which means that since many stations play a
top-40 rotation (of some particular genre) the monies are skewed toward
popular music.

Unless a broadcaster makes special arrangements with a record company, in
which case both parties come to an agreement on the amount of payment.

I found out all about this a couple of years back when I started a
Webcasting site.
