You can use hand held hollow punches or a simple leather punch tool (comes
in many sizes). Sears has a hollow punch tool that has a rotating
head...with different size punches to simple dial to. This is what I use and
with very good success.

I also use Valentino pads (with excellent success) on all pad cups smaller
than 16 mm. Larger than that and I find that it is very difficult to seat
properly and the "pad slap" is very noisy.
