Back when Philadelphia had a full-time classical music station, it went through a
phase similar to what you describe.
One day they played the first movement from Saint-Saens' Symphony No. 3. At the
conclusion, the announcer said "And that was the first movement of Saint-Saens'
Symphony No. 3, the famous organ symphony. <uncomfortable pause> Of course, the
organ isn't actually heard until the second movement."
Now we only have classical music on the radio from 6 a.m. to 6 p.m. weekdays, and
in bits and pieces on weekends (the rest of the time it's jazz). But at least
they play whole works.
