My Answer:
IMHO they could, Bill, given that the multicultural human ear organizes
tonal spectra in ways more nearly alike than the multicultural brain assigns
a tonal colors to word meanings. People of different idiomatic and
linguistic persuasions might not notate a given sound in the same way, but
they would be likely to interpret a "phonogrammatic" utterance as it relates
to clarinet tone in the same way. What would be necessary, I suppose, is to
come up with a "Southern" notation, a Cockney notation, a Far Eastern
notation, etc., if we want to generate a multicultural catalogue of sounds.
I'd be fascinated to view the finished product of such an effort!
