I have had some success in reducing "out-sized 12ths" in this area, with a barrel with a fairly sharp reverse taper and a slightly smaller starting bore diameter than is common.

The barrel I currently use (both on Bb and A) tunes the clarion so that the "C" scale is dead on. I have a slightly flat throat F, but that is much easier than dealing with a high B and C 20 cents sharp.

Unfortunately, this barrel design only works on the R-13 bore, (and R-13 clones.)
