Is there background noise - even 60 Hz electrical hum in the background
where you're using it? What is the tuner doing when it's confused?

I have already experimented with turning off all the TVs in the house,
waiting until the refrigerator isn't running, all lights (including
fluorescents) off, and so forth. Everything except hitting the main
breaker, which would force me to reset too many appliances.

None of these things seem to affect the result, except having a speaker
on TV or radio or CD turned up.

One of the repetitive examples is:

If I play low E (written), the tuner displays D as expected. But when
I move to F (written), the tuner jumps all the way to G# (concert) and
then drops way down and then comes back up and never really settles down
anywhere. My ear is not perfect, but I'm quite sure that I would hear
a leap of this sort if it were really happening.
