Sometimes I wonder what the proper definition of "special interest"
should be. Certainly a basic understanding of arithmetic is part of
the "general welfare". However, what do you think the answer would be
if we asked children whether mathematicians are a "special group"?
At the very root of it, this **is** what the debate is about. Should
music (or any other art) be described as essential to the general public
welfare? Or is it a "special interest" to be funded only by those who
share the interest?
