You really meant to say

because the _voters_ won't pay for it. The legislature can only spend what
they have on the things their constituents want. If their constituents
want to spend money on music instead of something else, you can be sure
that after an election or two that's where they'd spend the money.

Remember, you (and people who agree with your ideas) are a "special
interest group" and as such can wield some influence, but only if you band
together.
