This is what I found on Francois Devienne.

François Devienne was born in Joinville, France, on 31 January, 1759. His
name is largely known by association with his work with the flute. He began
with music at a young age in a military marching band, dazzling his
companions with his own compositions. He played the flute and bassoon with
equal ease, and became the first instructor for flute at the Paris
Conservatory, and was the first bassoonist with the opera house there. He
himself composed fluently in many forms, including concerti and several
operas.
