Try Noteworthy Composer. A shareware version is available at no cost, and
when I checked last the registered version is a whopping forty dollars. Not
only will you be able to write and play back music on your PC, but you will
be able to capture MIDI files and render them as scores. Still, this program
does not have the polish or the bells and whistles that Finale does. Neither
does it have Finale's learning curve or price, both of which are steep.
Noteworthy Composer is a good place to start.
