Jim,

Luigi Zanninelli at University of Southern Mississippi (in
Hattiesburg, MS) has a very good reputation for 20th century
composition (he is the composer in residence, and was my 20th
Cent. Composition teacher.) He has many pieces for film scores
and various published compositions to his credit. The school
also has a very well put together orchestra and band program and
private teachers.

Closer to home, Florida State has a very good music program,
although I am not sure of composition in general. It would be in
state, which would allow him to not have to pay the out of state
tuition.

Might be worth a try.
