Check the Eb key spring. Even if all the lower pads seal well, if this spring is not tight enough, the Eb key will open under normal blowing pressure causing a leak. It's a trick to get this key to stay closed and still provide spring tension that's not too tight.

Of course, if you have a crack, and it's leaking air, you must get it fixed or all your re-padding efforts will be in vain.
