Somebody will correct me if I'm wrong, but distributing copies for free

Tony replies :-
It`s possible that Bill is right, (if you`ll excuse the way this is
written). I believe the publisher(s) themselves should have (had) the
foresight to make this work available. I do believe they have not done so,
in 60 odd years! I am to be congratulated by all the clarinet world for at
last making an effort to do this. If the publisher does not like what I`m
doing, then I will be only too willing to enter into a negotiation with a
view to handing over this arr. to them; or to withdraw it. At present, I
cannot do this, as I do not know who they are. As there certainly is a
demand for it, I will, in the meantime continue. This (my) contribution is
indeed advancing the exploitation, at my expense, of this work, to the
eventual advantage of the Gershwin Estate.
Let this letter be a record of my intentions, dated August 21st, 2002.
