I didn't know about the dedication. But the pieces themselves are
certainly for clarinet. Alan Hacker recorded an earlier version called
"Soire'estuecke" (soiree about the accents:-), also for clarinet, of
which the manuscript is in a Paris (?) library. (You can check that
because this version is also now published.)

Of course, a dedication doesn't mean that the piece was written for the
dedicatee's instrument. Speaking of which, I always liked the Symphony
of Psalms dedication: Stravinsky said it was written "to the glory of
God, and dedicated to the Boston Symphony Orchestra."

Perhaps I shouldn't find that funny, but I do.
