I know this is kind of unusual, but I used to use Palmer's Coco Butter
in stick form as a chapstick. Regular chapstick sometimes used to build
up too much on my lips. But the coco butter was really soothing to my
lips and since people normally use it for healing scratches - I felt it
had some healing effect on my lips.

Maybe not what you need but it's worth a try.
