I would say -- required participation outside of school hours and in
locations other than school property.

At my h.s., you signed up for band (or the varsity football team) as a class
like any other. Of course, you had to meet performance requirements for any
of the above as well, i.e. try out. There were modest activity and uniform
fees, and I think there were supply fees for art classes (I don't have a
problem with this, BTW). Not much "official" difference, really -- it's just
that there are logistics issues. All of the "complications and hassles" were
related to those logistics issues.

My wife took art classes in high school, and she is of the opinion that many
of her peers would not have passed a drug test. :-)
