We certainly could. The basic issue (for me, at least) is why are
there different 'citizenship' standards for different school activities,
and why is =3DMUSIC=3D different from (say) graphic arts?

Music and graphic arts are both semi-elective subjects in most schools.
"Semi-elective" means that most schools require an art of some sort, but
you get to choose which one. Why is music almost always considered to
be extra-curricular, with all the extra complications and hassles of an
extra-curricular activity, whereas graphic arts seldom is?
