Well. be careful. "Non-commissioned Officers" are still "enlisted"
personnel. Last I knew anything about it the players in the Special Bands
(which include the D.C. bands) were automatic E6 = army Specialist 6 (I
don't know the equivalent rank names in the other services) after a
probationary period, which is the same pay grade as a Staff Sergeant.
Promotion is available, mostly for re-enlistment. When I was in the Field
Band there were some Master Sergeants (E8) and a couple of Sergeant Majors
(E9 - top enlisted rank). These are all enlisted ranks, and in the army, at
any rate, the Specialist ranks (E5-E7) have no command authority anywhere.
The administrative staff of the band (director-commanding officer, assistant
director-executive officer, the administrative assistant, the leader of the
advance team that set up our tours, etc.) were all commissioned officers
from 1st lieutenant up through full colonel. Copyists, equipment managers,
office receptionists, etc. were all enlisted people.

Not that this much detail matters to most of the list members, and the
recruiters MAY explain this accurately and clearly to any prospective
enlistees, but I thought I'd put in my recollection.
