Nah. In my opinion, it just didn't happen to come up. It's a bit high,
and he didn't usually write high for clarinets, so the probability of
his happening to need a C# was lower. And as you say, he did write one
in the Concerto.

Of course, I can't *prove* that....but there's no reason I can see to
assume the opposite.

....and the C# is in fact an extremely *normal* note, on any of those
instruments. There's a very good simple fingering: just thumb and
speaker key (because the C *natural* is thumb, speaker key and LH second
finger); and the other one, top space Eb minus LH first finger, is good
too.
