My question: compared to what? Each manufacturer - whether cane or
synthetic - has a different meaning of "3", for example.

The International Music Suppliers catalog has a table that shows a
comparison of the relative strengths of different reed brands. I don't
know what their measurement method was, but it *may* be better than
assuming the strengths are approximately the same (particularly because
one good synthetic costs almost as much as a box of good cane reeds).
