Your subject line says "cork pad". Is this really happening with a CORK pad,
or was that a figure of speech?

I've seen many clarinets with onion skin/fish skin pads in which the skin has a
small tear. That can cause a rustling like that of paper. The best strategy
is to replace the pad. You can sometimes eliminate the noise by tearing the
rest of the skin off, but that leaves the material underneath exposed to
moisture, so it doesn't last long.
