Lelia posted many helpful suggestions - after noting:

<<<I assume you're talking about the side lever notes, not the whole upper
register from on-staff D on up. If it's the whole upper register, please
hie thee to a technician!>>>

Thanks much for the advice, Lelia! The problem lies with D two-and-a-half
ledger lines above the staff (and points North).

Unfortunately, it's not a simple matter of a leaky pad, or a maladjusted
octave key. (For the high F, for example, all of the relevant keys are
open.) The response is very good everywhere else, even the dreaded lower
bell tones; this puppy seals tight. The octave key on the neck works just
fine - it's also been taken off and the tone hole cleaned out, and the
mechanism checked and re-checked.

I *wish* it was a matter of adjustment or simple repair, but mechanically
the instrument is in pristine condition. (I tend to be terribly fussy about
such things, count several good repair techs amongst my friends and visit
them often).

My current theory is that the upper octave key tone hole (in the neck) is
too big - or perhaps too small. Since I have no idea what I'd be doing, I'm
not going to experiment. Still trolling for ideas!
