I did a quick web search for International Clarinet Day.

I found two references to 5 November, but the Fell Clarinet Quartet in the
UK had this reference:
May 18th 2002 - 7.30: Recital at the Royal Nortern College of Music,
International Clarinet Day (shouldn't that be Northern?)
