When you pull the barrel out, you leave a gap inside the instrument
where the inner surfaces of the barrel and upper joint used to meet.
This effectively changes the shape of the bore, which will damage your
tone and intonation to some degree (perhaps large, perhaps small).

The cure is to fill the gap with a ring that fits inside the barrel
socket. That is, Tony meant the word "introducing" as a verb, not as
an adjective.

The rings are called "tuning rings" because they are used as part of the
tuning process. They are not of identical for every instrument
(because the bore is not identical in every instrument).
