There have been several ways suggested to improve the quality of this
Bb. There is a description of the one you mention at:

But in fact, one of the most successful is due to a member of this list,
Avrahm Galper. You can investigate Abe's modification to the Buffet
clarinet through his webpage at:

http://www.avrahm-galper.sneezy.org/

As to why there's not a great deal of activity around these
innovations...

I suppose that players have learnt to compensate for what they already
have in standard configurations.
