In the case of the Verdi, perhaps he doesn't have a C clarinet, so it's
just that it happens to be easier for him on the A than on the Bb.

Verdi wanted the C.

In the case of the Rossini, perhaps Rossini was motivated by other
considerations than ease of trilling for the player when he chose the C
clarinet.
