<<<Are there any other reed measurement tools, other than the PerfectaReed,
to measure the thickness along the entire reed and not just the tip?>>>

Yes, several. One is called a micrometer, and it can be obtained almost
anywhere that tools are sold. A better choice might be a dial indicator,
which is sold by any concern which supplies reed making tools and equipment
to double reed makers, and is designed specifically for this purpose. In
the latter case, there is a needle-like contact point which measures the
thickness, and the result is displayed on a dial. You have to decide
whether you want to the dial in English measurements (thousandths of an
inch) or metric (hundredths of a millimeter). A good dial indicator can
cost around $250.00.
