The L.A. City Library has Grove Online. One can apply for a library card
online but you have to show up in person with identification at one of the
branches to pick up your card. Make sure the information you enter online
is consistent with your I.D.

Here is the small print from the web page:

Library Cards are free! There are no residency requirements! You must,
however, have identification with your name and current address.
Identification can be a driver's license or an ID card issued by the DMV
(hmm, I wonder if that means you have to be a California resident. --
O.S.). If you don't have a driver's license or ID card, then present two of
the following, one of which must have your current address: Printed
personal check, credit card, rental or property tax receipt, or business
mail with current postmark. If you are under the age of eighteen,
identification is not required. Your parent or guardian's signature on the
library card application is accepted instead of identification.

So if you plan to be in or near L.A. soon, go for it! Last summer in
England my wife and I discovered that many if not all county libraries now
have internet access. A visitor can get a temporary library card good for
a week or two while traveling here and there both to check one's e-mail AND
to check out books.
